In recognition the significant role that
Hostage Negotiators play in the tactical
environment, the MTOA recently voted to allow
officers who hold the special certification to
join our ranks.

Jerry Owensby with the Desoto County Sheriff's Department has been
appointed to direct this branch of MTOA. He can be reached at
662-429-1470 or by email at jowensby@bellsouth.net . Jerry is working
hard to improve training and establish a network for Hostage Negotiators
around the state.
For full-time law enforcement officers interested in becoming certified
negotiators, the FBI sponsors training in Mississippi and surrounding
states several times a year. Contact Special Agent Jeff Artis at the
Jackson Field Office at 601-948-5000 or by email at jartis@leo.gov for
information on upcoming classes.

organization and take part in our training events, complete a new
